Design Standards, Specification for Highway Works and the CDM Regulations

Highway designs are completed to design standards and guidelines that set parameters for road design.  Key design standards and guidelines are set out in the Design Manual for Roads and Bridges, Manual for Streets the National Design Guide and various local guidance & standards. These are documents are designed to ensure there is uniformity and consistency, and are regularly updated.

As well as the geometric design, the Department for Transport and Local Highway Authority’s also control the types of materials used in road construction and how they are applied. This forms part of the Specification for Highway Works.  Local differences in material availability mean that Local Highway Authorities are able to amend the material specification to suit their network / region. Section 278 works are subject to the Construction (Design and Management) Regulations (CDM 2015).

The Construction (Design and Management) Regulations 2015

The Construction (Design and Management) Regulations 2015 (CDM 2015) cover the management of health, safety and welfare when carrying out construction projects. CDM 2015 replaced the Construction (Design and Management) Regulations 2007 (CDM 2007) from 6 April 2015. From this date, the Approved Code of Practice which provided supporting guidance on CDM 2007 was withdrawn.

Whatever your role in construction, CDM 2015 aims to improve health and safety in the industry by helping you to:

  • sensibly plan the work so the risks involved are managed from start to finish
  • have the right people for the right job at the right time
  • cooperate and coordinate your work with others
  • have the right information about the risks and how they are being managed
  • communicate this information effectively to those who need to know
  • consult and engage with workers about the risks and how they are being managed

The changes from CDM 2007 to CDM 2015 were substantial, the Health and Safety Executives guidance on CDM 2015, ‘Guidance on The Construction (Design and Management) Regulations 2015’, provides advice on how the law is to be complied with.

The guidance, which includes the CDM Regulations 2015, is available to view at the Health and Safety Executive website this document covers:-

  • the law that applies to the whole construction process on all construction projects, from concept to completion; and
  • what each duty holder must do to comply with the law to ensure projects are carried out in a way that secures health and safety
